ADMINISTRATION AND HUMAN RESOURCES MANAGEMENT DEPARTMENT

Objective
Provide expertise and services on human resources management and administrative matters to the Office.

Functions
-To provide strategic inputs to management on Administration and Human resources Management issues such as recruitment, Human Resources Development and Training, Promotion, Retention, Motivation, Performance Management and Staff Welfare;
-To ensure optimal management of Human Resources in the Office;
-To provide link between the Office and the President’s Office Public
Service Management on operationalisation of the Public Service Management and Employment Policy of 1998 and Public Service Act No. 8 of 2002;
-To provide data support and records on various Human Resources information;
-To coordinate protocol matters;
-To spearhead the implementation of Public Service Reform Programme (PSRP) in the Office; and
-To coordinate the Development of staff in the Office.

The Department is comprising of the two Sections as follows:
-Administration Section; and
-Human Resources Management Section.

Administration Section
The Section is responsible for the following activities:
-Interpret Public Service Act; Regulations; Standing Orders and other Labour laws;
-Facilitate employee relations and welfare including health, safety, sports and culture;
-Provide registry, office records, messenger and courier services;
-Facilitate security services, transport and general utilities;
-Facilitate general custodian services to include maintenance of office equipments, building and grounds;
-Coordinate implementation of ethics and value promotion activities including corruption prevention education;
-Implement diversity issues including gender, disability, HIV/AIDS etc. and be the Office’s Gender Focal Point;
-Coordinate implementation of private sector participation in the Office;
-Coordinate implementation of Business Process Improvement in the Office;
-Advise on organizational efficiency of the Office; and
-Coordinate implementation of Client Service Charter in the Office.

Human Resources Management Section
The Section is responsible for the following activities:
-Coordinate recruitment, selection, placement, confirmations and transfers for the Office;
-Facilitate Human Resource training and development (career, professional, skills enhancement) for the Office including Cadres under the Office;
-Facilitate orientation/induction programmes for the new entrants;
-Human resources planning to determine supply and demand needs for professionals under the Office;
-Salary administration and payroll processing;
-Annual Personal Emoluments (PE) planning and budgeting;
-Coordinate training and implementation of Open Performance Review and Appraisal System (OPRAS);
-Coordinate protocol matters;
-Process and update records of various leaves such as annual, sick, maternity and study leave;
-Oversee employee benefits (pension, allowances etc) and entitlements;
-Oversee services related to separation from the service (retirement, resignation, etc); and
-Serve as a Secretariat support to the “Ad hoc Committee” of the Office.
